The stresses of war are numerous and often lead recently discharged veterans to use and abuse substances after returning from service. Studies show that nearly 25 percent of veterans admit an alcohol problem with rates of alcohol dependence increasing among veterans of multiple deployments. Further, substance abuse rates are twice as high among those exposed to serious stress in battle.
The VA needs to shift its substance abuse treatment focus from treating severe substance abuse issues to improving early intervention measures so that current substance abuse problems among new veterans do not escalate. Additionally, access to robust mental health and substance-use treatment programs is critical to avoiding long-term post-deployment health consequences.
We call on VA to develop a Uniform Mental Health Services policy initiative that includes proper screening and access to a full continuum of care for substance-use disorders at all VA facilities.
